Thepaper commences my offering an explanation of cultural competence.Cultural competence is determined to be an accumulation of congruentbehaviors, attitudes, and policies that are integrated within a givensystem, agency or among individuals in a given profession that makethe system or the agency or even the professions to work in anefficient manner within a cross-cultural setting. This paper alsoexpounds on the value of cultural competence in the criminal justicefield. Cultural competence ensures that individuals within thecriminal system can offer services to their clients irrespective ofthe differences that exist in cultures of the persons. By having thesystem operate without any cultural bias, the system will ensure thatjustice is served to every other individual without any leaning onthe culture. Three elements have been identified that need to beincluded in cultural competence and they include values, attitudes,and communication. The paper also offers an explanation on how acriminal justice agency might implement a cultural competenceassessment. Further, the advantages of intercultural communicationskills in criminal justice are also given. Some of the advantagesinclude increasing productivity and efficiency in the system. Thereare certain minimum standards that are defined and required to be inplace by the cultural competence. First, cultural competence musthave a certain specific set of values and principles. The principlesand standards have to prove the existence of behaviors, attitudes,policies and frameworks that will facilitate the operations in across-culture setup. Cultural competence needs to have the capacitythat will recognize and acknowledge the diversity in the valuesystem, carry out an evaluation, manage the ever-changing differencesin the society (Hernandez et al., 2015). The capacity also has to bein a position to acquire and inculcate the cultural knowledge. Also,there is a need for capacity to exist that allows for adapting thediversity that exists in different cultural contexts of the groupsthat are being served.

Organizationsseeking to be culturally competent has to incorporate every otheraspect of policy-making, administration, practice and servicedelivery while at the same time involving the consumers, families andthe communities in a systematic way. Cultural competence can beviewed as a developmental process that undergoes dynamic changes oversome meaningful time (Hernandez et al., 2015). Individuals just likeorganizations are known to be at different levels of awareness,knowledge, and skills in the cultural competence continuum.

Bybeing culturally competent, individuals prove that they can honor andrespect the beliefs, the languages, the interpersonal styles and thebehaviors of persons they are providing services to as well as thepersons they are receiving the services from. Given that the processis developmental and ongoing in nature, it requires a long-termcommitment.

Atthe organizational level, cultural competence demand that missionstatements be re-examined, policies and procedures are evaluated,different administrative practices be defined, the recruitmentprocess of staff be examined, hiring, and retention process beassessed, and there be professional development and in-servicetraining. On the other hand at the individual level, the attitudes,values, knowledge, skills and attributes of individuals are assessedto allow the persons to work the best way across the differentcultures.

Thecriminal justice system comprises of different practices andinstitutions of governments that are mandated to ensure socialcontrol, deterrence and reduction of crime or even sanctioningindividuals who go against the set laws. The criminal justice systemhas individuals with different behaviors, attitudes, and institutionswith different policies (Herring et al., 2013). There is a need forthe individuals within the criminal system to offer services to theirclients irrespective of the differences that exist in cultures of thepersons. By having the system operate without any cultural bias, thesystem will ensure that justice is served to every other individualwithout any leaning on the culture.

Theelements that need to be included are values, attitudes, andcommunication. First, in regards to the values, there is a need forthe criminal justice agency to appreciate that certain practicesexist and individuals perceive them differently. The practices arenot common to all and there is a need for universal appreciation ofthe differences. By having value, individuals can change theprejudgments that they have as far as social convictions andtraditions of persons are concerned (Barnerm &amp Carney, 2011).

Inregards to attitude, there is a need for the agency to advance sharedadmiration. Being culturally competent is achieved when individualscan appreciate, accept and be open towards individuals with varioussocial observations different from the one that others harbor.

Theelement of communication is instrumental, as it will give theindividuals a chance to learn from one another. Individuals can befair, aware and non-judgmental on certain issues. Thefirst step will be the identification of the primary stakeholders whocan offer valuable feedback regarding the need to change or improvethe function of the organization (Barnerm &amp Carney, 2011). Themorals of the society are still to be blamed in regards to decliningintegrity. Cybersecurity remains a threat to the society (Perlroth,2013). One form of cybersecurity that shakes the core of this societyis the billions of dollars that are being made from the childpornography and the illegal sales of items such as national secretsand drugs. This according to me will remain a threat as long as thereare anonymous payment systems such as the Liberty Reserve (Perlroth,2013). Through the anonymous payment systems, there are severalillegal activities that are aided as well as online money-laundering.The illegal enterprises such as commercial child pornography, humantrafficking, peddling of drugs, weapon trafficking and organizing ofcrimes are aided as they cannot be regulated through the system. Theregulation is not easy as no connection exists that the paymentsystems have with a central bank or national authority.

Thereis a need for the concerned authorities to get in and curb the issuesand the threats of cybersecurity that are linked to the anonymouspayment system. Shutting the sites is not the solution. In fact, theauthorities should work to ensure that the individuals behind thesites are traced and put behind bars. Several anonymous onlinepayment systems exist, and they include WebMoney, CashU and PerfectMoney (Perlroth, 2013). Most of the payment systems are easy to openand often just require a valid e-mail address to have an account. Thecompanies providing the payment services in most cases are lessinterested in the names and the locations of the actual users. Thismeans that the details can easily be fabricated or made up. Often,for most of the safe payment systems there are a lot of informationthat will required. First, there will be need to have a verificationsystem that ensures safety of the users. The verification processentailed attaching a valid ID card that is clear. This means that theuse of the payment systems will be strictly for the individuals whoare old enough.

Aslong as the payment systems remain anonymous, they are a threat tothe online payment system and the support services that theyfacilitate. There is a need to ensure that any transfer of money issubjected to strict regulations. Some of the things that will entailthe strictness in regulations include keeping updated identificationrecords of customers, filing reports of activities flagged assuspicious, making reports on large currency transfers and havingpolicies to know the customers.

Moreneed to be done to ensure that children remain safe andmoney-laundering activities thwarted. Having the anonymous paymentsystems makes the tracking to be almost impossible. There is need tohave currency regulation to help prevent the problems and stronglegislations need to be advanced to help deal with the unregulatedcurrency.
