The secondary agencies include the Department ofTransportation, Sheriff`s Department, State Police, Office of theChief Medical Examiner, Department of Public Works, Department ofHealth-Roanoke Health Department, Fire-EMS Department, City Attorney,Emergency Management, and General Service Department.
Theprimary department of ESF #13 is responsible for maintaining law andorder when there is an emergency. This helps in preventing furtherdamages and injuries. Also, it is the one that issues directions andcontrols during evacuation so that there is no confusions during therescue process such that victims are vacated quickly and with ease(Ryan, 2013). Besides, the department ensures that the public doesnot get access to the damaged areas to prevent looting of propertiesthat have not been destroyed by an incidence. Furthermore, thesubdivision helps in controlling the crowd which, sometimes, caninterfere with the evacuation procedures. Police are also expected totake part in warning the local people of an impending danger so thatthey can prevent mass damages and loss of lives (Ryan, 2013).Moreover, the department helps in conducting counter-terrorismoperations as well as anti-terrorism maneuvers to ensure that thepublic is safe and secure (Maniscalco et al., 2011).
