Both private and public sectors has adopted budgetingas a planning tool for utilization of resources. It enables publicentities to come up with a formula of allocating various stateresources, allocate resources, and eventually evaluate and monitorhow the finances has been used. If the goal that was intended to bereached is not achieved, a need for taking corrective measures torectify the anomalies reported is crucial. In other instances, thegoals and objectives of budgeting are not achieved because thepersons who were entrusted to implement the budget did not embraceintegrity or misused the resources thus lacking stewardship. In asfar as, public resources are concerned stewardship involves carefulprotection of state resources. Public stewardship plays a role inenhancing good governance to control corruption through understandingareas to focus in training efforts, to encourage accountability andtransparency in the public sector.
Publicstewardship is a critical need as it enables to entrench goodgovernance in place. The government is able to craft and executeprudent decisions that will enable effective use of public funds. Thegovernment is able to set realistic fiscal goals and targets andfollow public procurement law that enables citizen to get qualitygoods and services at the lowest cost. This is crucial as it enablesthe government to make a rational decision in as far as publicfinance is concerned. Public stewardship crucial as corruption iseliminated in the public sector through enacting good fundingpolicies and auditing how the finances have been used. In addition,it enables the government to put in place oversight mechanism thatensures accountability is entrenched in the public budgeting process.In addition, it keeps budget deficits under control through reducedrecurrent expenditure, increased savings and investments. Finally yetimportantly, it enables the government to protect natural resourcescritical to national development.
Ethicaltraining in government has been considered as importantanti-corruption strategy. In many countries, many parastatals haveadopted ethical training to enhance service delivery. Ethical budgetpreparation training is crucial in preventing corruption, providinggood public service and enforcing integrity in the public sector. Italso ensures a long-term sustainability of measures to curbcorruption and enforce integrity in government.
Beforeembarking on ethical training, do a need assessment to ascertain theareas to focus the training efforts. Conferences and lectures arewidely used to train public official on ethical budget preparationand maintenance strategy. Here government officials get a platform tointeract with various professionals on the matter of prudent andethical budget preparation. Seminar and workshops are anotherimportant method of training public officials. Public officials areable to learn various methods of enhancing integrity through activeparticipations in the workshop and active listening from experts andscholars in seminars. Information technology has enabled governmentto offer ethical training to its officials through offering aninternet based training (Anti-Corruption Network for Eastern Europeand Central Asia, 2013).
Forleaders to be able to enforce proper public stewardship, thefollowing must be embraced. Promoting a value based culture in publicinstitution. Such values should promote ethical behavior in orderproper public stewardship can be realized. Such values areaccountability, honesty, integrity, and the public good. Values willshape the character of government officials and they will exhibithigh moral standards for proper public stewardship. Another school ofthought purports that whatever is rational is ethical. In thatconnection, rationality should be embraced to enforce ethics forproper public stewardship. A Strong relationship is crucial toenforce stewardship in the private sector. This will ensure thatactions are taken for the common good enhance relationships. Leadersshould enforce governance in public institutions, safeguard stateresources from misuse, entrench trustworthily and truthfulness(Rubin, 2015).
Acase of poor public stewardship of budgetary monies was brought outin the corruption allegation of an award to Qatar to hold 2022 worldcup. Qatar football officials were accused and are being investigatedfor bribing FIFA to host the 2022 world cup. Qatar official misusedbudgeted funds in an improper way and FIFA officials did not followthe proper bidding process in this crucial process. The variousofficial has been arrested and Qatar risk being stripped off theaward to host the world cup (Adam, 2015). Poor public stewardship hasthe following consequences. It taints the reputation of publicinstitutions in such a way citizens lose trust in governmentinstitutions. It also leads to massive loss of public funds throughembezzling and misuse of public resources. People also avoid applyingfor position implicated with corruption. Similarly, it leads to poorpublic service delivery. Poor public stewardship makes corruption tothrive and in turn decrease foreign investments. Decreased publicinvestment slows economic growth and leads to the unemploymentcrisis. When public resources are misused, economic development ishampered and citizens are left with no proper roads and otherinfrastructure. Poor public stewardship hampers the process ofcrafting policies that will promote industrialization and exportationof good and services. A country over-relies on exported goods forconsumption. This creates balance of trade imbalances. The budgetdeficit created by poor stewardship causes the government to rely ongrants and increased external and internal public debts. Citizensneed to play an important role in ensuring that the governmentspending is controlled to enhance sustainable economic growth bymonitoring the level of public borrowings (Navot,Reingewertz & Cohen, 2016).
In conclusion, embracing ethicalstandards is crucial to establish stewardship in public budgetingprocess. This will be achieved through adopting good governancecharacterized with realistic public goals setting, controlling pubicfund embezzlements by having well informed bodies on matters relatingto public stewardship enhanced through rigorous training. Thiseventually enables the government to put in place policies andutilize resources prudently, which will promote sustainabledevelopment in the optimal way by encouraging transparency andaccountability in the public sector.
