Zoningis a form of land use regulations that ensure that land is developedin an economically, socially, politically, and environmentally soundmanner. Zoning ensures a good city environment by preventing theincompatible use of land. It is not proper to develop farmland in aresidential city environment.

Zoningis a bad idea for a good cause. The land management practice is badbecause it limits the ability and the rights of landowners to developproperties as they want. Zoning compels the land owners to adhere tothe land-use plans developed by the city government. The overallzoning goal is beneficial to the entire city population. Zoninghinders incompatible land use for example, developing a school nextto an erotic dance club (Sonia, 2014).

Zoning,started in New York in 1916, should be allowed to continue in thecurrent and future society. This is because zoning has benefits thatenhance economic, social, and infrastructural developments in theAmerican society. Zoning ensures compatible land use and development.Residential areas are separated from industrial areas. In the CentralBusiness District (CDB) land use is allocated for office spaces toenhance business activities.

TheHouston model of zoning is inappropriate for the present society. Themodel created confusion in the land uses and these results to poorinfrastructure and social amenities development. The Houston modeldoes not have development plan or order. It is, therefore, verydifficult for the city government to design and develop commoninfrastructure and amenities for instance, water and seweragenetworks, and transportation facilities.


TheSpanish developed sugar plantations. The settlement patternsresembled a normal Spanish village. Streets are developed around acentral place or plaza. A church is located at one end of the plaza,and a government building on the opposite side of the plaza. Housesare joined by a wall. Common pastures and private holdings arelocated outside the walls. The French resided in towns in traderoutes, mostly along the St. Lawrence River. The English preferredthe plantation and family farms settlement approach (Stephani andMarilyn, 2012).

Automobilesare important in enhancing the development of cities and towns. Theautomobiles enhance movement of people and commodities from one placeto another. People move to places that have great economic potential.

Americancultural societies oppose certain aspects of city planning.Sub-division of community lands to allow commercial development isopposed by key cultural groups for example, the Native Americancommunity. Various communities have strict land uses for example,farming. Changing the land use to suit the interest of the cityplanners is, therefore, difficult.

Progressiveplanning is important in ensuring sustainable development of a cityor urban area. The progressive planning approach illustrated byMuller was influenced by two key factors. The political factorsenhanced city planning because government leaders organized the cityinfrastructure according to the interests of electorates and businessleaders. Public service and government amenities enhanced progressiveplanning. There was the need to develop recreational parks, educationfacilities, transport and communication networks, and sports centersto serve the city residents. Government offices were centrallylocated to improve access by city residents (H-Net, 2016).
