Inthe year 2000, the United States (U.S.) established the HealthyPeople Initiative to ensure collaboration between institutions suchas professional associations, federal agencies, and non-governmentalorganizations in working towards a healthier nation. The initiativeworks on objectives assigned to specific target areas. Although ithas faced several challenges in the past years of service due toinsufficient data tracking, the Healthy People Initiative 2020 ispredicted to make great achievements following the incorporation ofthe Affordable Care Act (ACA) in its operations. While reviewinghealthy people program for the last 15 years, the paper aims to findout how the Affordable Care Act drives the future healthy Initiative.

TheHealthy People Initiative of the United States (U.S.) federalgovernment was established and sustained as a national programinvolving participation both from the state’s health, professionalassociations, national non-governmental organizations, federalagencies, agencies from the Country’s Health Department, as well asthe Human Services. The approval of the ACA strengthens thefoundation for prevention and healthy living, as well as thecountry’s health promotion and disease control for quality life(Wardetal.,2014).ACA endorses Healthy People Initiative by supporting preventionswithin populations, and setting the ground for Healthy People 2020.While reviewing healthy people program for the last 15 years, thepaper aims to find out how the Affordable Care Act drives the futurehealthy Initiative.

Historyof Healthy People Over the Past 15 Years

Asa joint program, Healthy People Initiative works on diseaseprevention and health promotion using a detailed series of objectivesto ensure health improvement, while also eliminating healthdifferences through the ten-year course. It has well definedbaselines, targets that are measurable, and a decade’s target, thusthe progress within a decade is easy to examine. According to Ward(2014),the Health and Human Services Department in U.S. launched HealthyPeople Initiative in 2000 with the theme of National Health Promotionand Disease Prevention Objectives, drawing the knowledge gained fromthe previous Healthy people 1990. The Initiative was to improve theAmericans Health by the end of the century using 319 new targets and57 objectives from the previous initiative (Wardetal.,2014).The objectives assigned to 22 priority areas within each focus areaand coordinated by at least one agency of the Public Health Service.However, Objectives for Improving Health launched in Healthy People2000 led to the setting of the third vision for attaining a status ofexcellent health outcomes for the U.S. citizens. Therefore, HealthyPeople 2010 was started based on the past Healthy initiativespracticed over the previous years.

Particularly,the 2010 initiative worked with 467 distinct objectives regardinghealth promotion and disease prevention, which focused in 28 keyareas. Just like the 2000 initiative, it was as a result of anextensive cooperative national process, which involved both theprivate and public sectors. Subsequently, Ward(2014) added thatreviewing the Healthy People 2010 made its objectives to have a datasource of the entire nation, and that formed the baseline fortracking the achievements of the initiative over time.

Successor Failure of the Objectives in Enhancing Quality of Life

Accordingto Eke(2012), certain objectives inHealthy People 2000 were presented in more priority areas, thusaddressing increased health risks and or disparities compared withthe total population. Impactsof the ACA in Meeting the Healthy People’s Objectives

Theestablishment and approval of the ACA promoted the access to healthcare as it strengthened consumer protection and supported theincorporation of the clinical medicine in the prevention that focusedon populations (Viranietal.,2016).Additionally, it built and reinforced the Healthy People Initiative’sepitome for prevention and wellness, which helped in the promotion ofthe status of wellbeing of nation, and the prevention of diseases.Consequently, according to Virani(2016), ACAfacilitated healthy behaviors that made every effort for a healthycommunal, work, and home environment and families by allowing HealthyPeople Initiatives to set goals for proficient health care system.Furthermore, it applies the ecological health model by categorizingparticular biology of infections in the entire life, and alsoconsidering the social and physical environment such as home, school,play, and work settings. Therefore, Healthy People will quicklydetermine some of the factors affecting the length and the quality ofand individual’s life (Viranietal.,2016).

Additionally,ACA restates the Healthy People Initiative themes by encouragingpopulation-based prevention in various ways. For instance, concerningthe Healthy People 2010, it ensured new group plans and insuranceplans covered for every patient at no cost, which led to efficientclinical preventive service. Secondly, Virani(2016) further outlined thatthe development of the national prevention, health promotion, as wellas the public health council, was pioneered by the ACA, and thataided in the formulation of a national prevention strategy thatrecognizes and incorporates the ecological model of health (Viranietal.,2016).Also, ACA allowed the venture in additional initiatives such as theNational Health Service Corps and the Community Health Centers tohelp stabilize the infrastructure of the public health, with an aimto build a healthy nation in the future.


Asa summation, the achievement of the Healthy People Initiativeobjectives requires the implementation of ACA as a generationalopportunity to tactically address the primary social and physicalenvironmental factors of health. However, despite the fact that itdoes not handle all recent health challenges, it will encouragestronger links among the health sectors to create a healthierpopulation. Therefore, the ACA will supplement the achievement ofHealthy People 2020 through prioritization of the of strategy andprogram interventions.
